Lompoc council approves $467,176 CDBG plan, allocates funds for ADA improvements and human services

Community Development Program Manager Chanel Ovaie told the council that Lompoc is scheduled to receive $467,176 in CDBG entitlement funds from HUD for 2026–27 and summarized federal limits: up to 20% of CDBG funds may be used for administration and up to 15% for human services. Staff recommended allocating $111,958 for program administration and $327,757 for ADA capital projects that advance accessibility across city facilities. The staff proposal also included $50,000 to Catholic Charities for a housing and mobile-home emergency repair grant program and $115,000 toward human services as listed in the plan. (Chanel Ovaie)
During council questions, staff clarified that HUD rules cap human services at 15% of entitlement and that local councilors cannot alter that federal limit. Staff also said program income is subject to the same 20% administration cap and recommended directing remaining program income toward capital investments. Councilors asked about eligibility and audit requirements for smaller nonprofits; staff said applicants must be 501(c)(3) organizations with two years of filed tax returns and a board of directors, and invited potential applicants to staff workshops held each October.
After public comment urging more human-services funding and questions about spending prioritization, Councilor Vega moved to approve staff recommendations; Councilor Ball seconded. The motion passed 5–0. Staff will finalize any minor edits to the draft plan and submit the annual action plan to HUD as required.
The approval ensures Lompoc’s FY2026–27 CDBG allocation will support ADA facility improvements, housing repair grants, and human-service providers according to HUD rules and the council’s priorities.
