Council members asked detailed questions about the I‑11 corridor, annexation and coordination with Pinal County; consultants explained that I‑11 planning is largely a county‑level process until lands are annexed, at which point a general‑plan amendment process would apply.
The hearing was for discussion only; staff noted items and requested clarifications will be incorporated into the June materials when council may be asked to act and the plan ultimately could be placed on the November ballot for ratification.
