A Leavenworth County resident urged commissioners to deny a special-use permit (SUP) for Kaw Valley's proposed sand excavation and stockpile after the planning commission voted to recommend denial.
Nancy Carpenter told the board the company had a history of citations that were only resolved after public scrutiny, raised concern that Kaw Valley only recently contacted the Lenape Drainage District engineer and questioned the firm's earlier lack of interest in rail for sand transport until it became politically advantageous. Carpenter said she had obtained a Wichita State economic-impact analysis under an open-records request and noted the report relied on Sedgwick County as its core-impact model, which she said left questions about its applicability to Leavenworth County.
Carpenter urged the board to put citizens' safety, health and welfare first and to scrutinize Kaw Valley's financial assurances rather than relying solely on the company's promotional materials. The planning commissioners, she said, had recommended denial and she asked the board to consider that recommendation when the SUP appears on an upcoming agenda.
County staff did not take final action on the SUP at this meeting; commissioners acknowledged the planning commission's recommendation and indicated the item will be on a future agenda for formal action.
