The Village of Northbrook Board of Trustees held a public hearing on the FY2027 municipal budget and then voted to adopt the village and library budgets for the fiscal year beginning May 1, 2026 and ending April 30, 2027.
Trustee Israel opened the hearing and summarized the budget process, saying the Administration and Finance Committee reviewed a draft on March 10 and that no material changes had been made since. The budget as presented includes funding for a new economic development coordinator, a communications director, and a community engagement specialist; it also funds one additional police records clerk. The manager noted the removal of the vehicle-sticker program allowed elimination of two seasonal finance interns, and ambulance billing is being outsourced in part to realize salary savings.
Trustee Israel emphasized that with the planned adjustments and interfund transfers the general fund remains in strong condition, with a projected fund balance of slightly over $26,000,000 at April 30, 2027. After public notice published in the Northbrook Star, no members of the public signed up to speak during the formal hearing and the board closed the hearing. Trustee Israel moved adoption of the municipal budget; the motion passed on a roll-call vote. The board then adopted the Northbrook Public Library budget, following a similar motion and roll-call vote; the library had conducted its own public hearing.
Votes at a glance: the board recorded unanimous or majority roll-call approval for (a) the municipal budget ordinance adopting the FY2027 budget, and (b) the Northbrook Public Library FY2027 budget. Trustee Israel also moved approval of warrants covering March invoices and escrow refunds during the meeting; that omnibus motion passed by roll call (sample invoice amounts recorded in the meeting included $30,790.81 and $2,302,348.46 for invoices in March).
Next steps: staff will publish the adopted budget documents on the village website and proceed with implementation of approved hires and capital projects as authorized in the approved budget.
