Clinton County supervisors approve opioid settlement participation, formalize opioid fund application and sign several motions

The Clinton County Board of Supervisors on April 27 approved joining additional opioid settlement agreements and authorized the county attorney to sign a participation agreement for remnant defendants, while also formalizing how organizations will request opioid settlement funds.
Supervisor Srp, the chairperson, told the board the county is eligible to enter a Participation Agreement for the National Opioid Settlement with six remnant defendants and that the county had previously worked with Crueger Dickinson on related settlements. By voice roll call the board approved Resolution 2026-89 authorizing the County Attorney to sign the agreement (Irwin: Yes; George: Yes; Srp: Yes). The board later approved, on motion by Supervisor George, the opioid application form to govern requests for settlement funds.
The board approved several routine and itemized actions during the meeting. It agreed to suspend property taxes under Section 427.8 of the Code of Iowa for three petitioners — Beverly Grant, Faye C. Davis and Toni Howes — after CAP Director Kim Ralston verified eligibility. The board also approved Resolution 2026-84 related to Patrick Costello’s separation and the posting of an open Bridge Crew position at the Secondary Road Department, and Resolution 2026-85 directing the auditor to stop pay issuance for an Auditor’s Fund position following Emily Gipe’s departure.
On infrastructure and facility matters, Supervisor Irwin moved and the board unanimously approved a utility permit (No. 4-40-26) allowing Grand Mound Communications to bury new fiber-optic lines within county right-of-way along 262nd Street and 300th Avenue in DeWitt Township. The board approved an RFQ to solicit quotes for installing a solar photovoltaic system at the DeWitt Secondary Road Department facility, but rejected an RFQ to install solar at the DeWitt Satellite Office (vote on the satellite-office RFQ: Irwin: No; George: No; Srp: No).
The board approved the Claims Approval Report authorizing $1,750,127.47 in payments to vendors and county funds. The payment list included operating, maintenance, contract and allocation expenses across multiple funds (General Basic: $319,705.04; General Supplemental: $1,164,615.50; Secondary Roads: $136,753.52; among others). County Auditor David Troester certified the claims list.
