The Yadkin County Planning Board unanimously recommended rezoning an 11.15-acre parcel at 4217 W Old US 421 Hwy (parcel #157984) from Rural Agricultural (RA) to Restricted Residential (RR), a change the property owner said would allow him to subdivide the land for his children.
Brittany Anderson, planning/zoning supervisor, opened the item by identifying the applicants and the parcel. Planning/Zoning Officer Kaelan Everhart told the board that under the current RA designation a parcel may be split into only three resulting lots, while the RR district has no such subdivision limitation and allows only stick-built or modular homes (no manufactured homes). Everhart also summarized minimum lot sizes: 30,000 square feet generally, with RR permitting 20,000 square-foot lots where both public water and sewer are available.
Applicant Mark Dimmette told the board he bought the tract to provide homes for his four children and said, “I would like to subdivide this property into 5 lots total.” He told the board public water is available and that deed restrictions on the property prohibit manufactured homes. Neighbor Grady Draughn spoke in support, saying he had “handpicked the Dimmette’s to be his neighbor” and was not opposed to the request. Adjacent owner Edna Money asked whether the rezoning would apply to her property; Board member Hiram Poplin clarified the change would affect only parcel #157984.
Board member Steve Brown urged caution about relying on the owner’s stated intentions, noting that “If the property is zoned RR, it is subject to the rules of RR even if the property owner states they are only going to do 5 lots.” Resident Joe Tovurnik asked whether the county had plans to extend public sewer to the area; the chair said the Planning Board could not speak to county sewer expansion and was unaware of such plans.
After discussing how the parcel sits within the county’s future land use map (Economic Development Area, Rural Transition Area, and Community Service Area) and reviewing the policy test in Section 111-101(c) of the Zoning Ordinance, Hiram Poplin moved to approve the rezoning and Danny Carter seconded. The motion passed unanimously. Chair Peregrino-Brimah read and signed the required Statement of Consistency.
Brittany Anderson told the board the recommendation will be forwarded to the Yadkin County Board of Commissioners for a public hearing; staff will notify the applicants, post a new sign on the property, mail new notices to adjoining property owners, and place an ad in the local paper. The board then adjourned.
What’s next: the Board of Commissioners will consider the Planning Board’s recommendation at a public hearing to be scheduled and noticed by staff.
