The Chair introduced Jeremiah, who said his team staked wetland boundaries using the National Wetlands Inventory but did not perform a formal wetland delineation on site. "We didn't do a wetland delineation or anything there," Jeremiah said, and explained that a formal permit from the Army Corps of Engineers would require an on‑site delineation plus a permit application that shows the plan view and the amount of wetland impacts.
Jeremiah warned that submitting permit requests for additional wetland impacts while the event center permit is still fresh could tie the projects together and "make a bigger issue out of it," potentially delaying approvals. Commissioners agreed caution was warranted and asked Jeremiah to provide more specifics at the next meeting.
On the bid documents for the event center, Jeremiah described a base bid for the building with option items for foundation work and erection so the county can choose either building‑only suppliers or a single vendor to deliver and erect the structure. The county plans to advertise the bid package publicly and open bids at a 10 a.m. Monday work session after publishing the notice the following Thursday; officials also said they prefer no building presence on the fairgrounds before Labor Day (Sept. 1).
Commissioners also raised whether dirt work could be performed by county crews or must be put out to competitive bid. A commissioner said crews could physically perform the work but insisted the county must verify whether that would violate the MCA (Montana Code Annotated) before assigning the work to county personnel.
No formal votes were recorded in the transcript; staff said they would update the bid advertisement dates and return with refined permitting and bid schedules.
