The Leawood City Council approved a special‑use permit and preliminary plat for the Foundry Luxury Condominium Garages in the Bi‑State Centennial Business Park, a project that will create 89 condominium garage units and a 500‑square‑foot clubhouse.
Planning staff described the two‑phase plan with separate vehicular access points and a paved golf‑cart path linking the phases. Daniel Taylor, who lives adjacent to the site and represented the project, said the units will be sold as individually owned condominium garage units, will be conditioned and may be finished by owners; each unit will be platted and taxed separately once as‑built surveys are completed.
Neighbors and council members raised questions about potential noise, light pollution and the possibility of units being used for living quarters. Taylor and staff said the building permit process and HOA documents will prevent conversion into dwellings (a full kitchen and full bathroom would trigger building‑permit review) and that lighting will be down‑directed. Council members asked for HOA rules to be provided at final plan review to clarify noise and operating standards; staff said final plans will include more specific controls.
The council approved the special use permit and preliminary plan with a roll call vote of 7–0 (one council member recused because of a disclosed relationship).
