The Leawood City Council voted 8–0 to rezone approximately 9.35 acres south of 135th Street and west of State Line Road from SDCR (planned general retail) to RP‑4 (planned apartment residential) as part of the Leawood Market Center project.
Julie Hurley, planning staff, told the council the planning commission recommended the rezoning and explained the mixed‑use concept: retail along 135th (about 23,000 square feet total, including a proposed grocery store, bank and small coffee shop) with townhomes in the southern portion. The applicant and developer representatives said the residential product will include two‑story townhomes, some designed with a main‑floor primary bedroom and two‑car garages accessible from the street or alleys.
Council members asked about topology, floodplain constraints on the western portion of the site, whether prospective tenants are secured for retail space and how zoning interacts with future approvals. Staff clarified that a preliminary development plan approval is valid for two years unless extended and that rezoning remains with the site even if a specific preliminary plan lapses; any future change of use would require a new public hearing.
The council approved the ordinance by roll call. The rezoning clears a regulatory hurdle for the project; final development plan and plat approvals will be required before construction begins.
