Wythe County CPMT approves $146,950 in CSA services, backs limited use of funds for drug testing

The Wythe County Community Policy & Management Team voted April 28 to approve a list of FAPT‑recommended services for April — including several instances of drug testing for foster‑care cases — totaling $146,950.03.
On a motion by Stephen Bear, seconded by K.J. Holbrook, the Team approved the service list and associated costs. The minutes list multiple case numbers with services such as family foster care, treatment foster care, parent reunification, private day school, intensive care coordination, residential education, equine therapy and psychological evaluations. The recorded roll call for the approval listed ayes: Kimberly Ayers, K.J. Holbrook, Diane Charapich, Shannon Vaught, Stephen Bear and Lacey Canterbury; nays and abstentions: none; absentees: Billy Rice, Vicky Richardson and Anthony Cline.
Members reviewed Office of Children’s Services Administrative Memo 26‑03, which the minutes say permits the use of CSA funds to pay for drug testing in foster care and foster‑care‑prevention cases pending further local discussion. Ms. Ayers said she and other local directors had argued that court expectations and limited local funding support the need for an interim allowance; OCS released the memo after those discussions. The Team recorded several drug‑testing line items among the approved services.
The Team also unanimously approved $20,108.73 in non‑FAPT reviewed expenditures for March (basic foster care maintenance for 12 youth; enhanced maintenance for nine youth; independent living maintenance for one youth; and supplemental clothing for two foster children) on a motion by Lacey Canterbury, seconded by Stephen Bear.
Separately, the Team reviewed the Final Report of the Wythe County CSA Audit and voted to change the language in Section 12 of the local policy to the wording recommended by Auditor Briggs; Coordinator Blankenbeckler will update the policy before the May meeting. Coordinator Blankenbeckler also reported that the VJCCCA Program Plan for biennium 2027–2028 and required certifications were submitted before the April 1 deadline and that MOA templates for local positions and community service program roles have been received and will be routed for signatures by June 1.
