Jessica Rudd of HDR Engineering said the pre-inspection package was complete with only minor administrative updates and that it must be submitted 30 days before the scheduled inspection. The commission approved the report and cover letter so HDR can file it on schedule; the discussion included a notation that a valve vault at the site may qualify as a permit-required confined space and will require follow-up to confirm regulatory obligations.
Separately, based on the USGS lake gauge and the dam tender’s weekly report that listed the lake level at 6 inches below full pool (6429.00 feet), Commissioner Adler moved to set the Georgetown Lake outflow to 20 cubic feet per second (CFS) for one week; Commissioner McLure seconded and the motion passed unanimously. Public commenter Spencer Parke urged filling the lake fully and then dumping it out; county officials and the dam tender said the spillway should be used only for emergencies.
The commission handled the two items—FERC filing and short-term outflow adjustment—in the same portion of the agenda; staff were tasked with follow-up on confined-space regulatory questions at the site.
