Pam Burgamy requested use of county property adjacent to the library for an ADA‑compliant community garden and story‑time area; she said remaining construction funds would be used for fencing and site improvements. Commissioners discussed site suitability and whether the fire department may have future expansion needs on the parcel; County Manager Thomas Weaver and Vice‑Chairman Timothy Biddle said the land is not planned for fire‑department expansion and the item will be added to a future work session or regular agenda if a vote is required.
Weaver reported multiple operational updates: ambulance fee collections have begun; Charter/Spectrum/Bingham construction is installing fiber with the company projecting roughly 90% county coverage by mid‑December and running fiber through Ft. Moore, Highway 26 and Industrial Park Road; the cemetery project is nearing completion with hydroseeding final steps; LMIG funds were submitted and combined grants total approximately $355,000; and a sewer grant application has been accepted.
Department heads reported: Water (Teri Hancock) submitted the CCR; Recreation (Mordie Askew) plans a back‑to‑school party in late July; Animal/Events staff (Samantha Hedgecoke) reported successful rabies clinic and car show; Public Works (Lou Beck) continues roadside clipping and cemetery topsoil/hydroseeding and noted assistance from Fort Moore. Work‑session discussion also covered three solid‑waste bids: GFL ($20/month + $5 per tire), Jones Sanitation ($23.50/month) and Zero Waste ($25.52/month). Commissioners directed the solid‑waste awarding and the budget amendment items be added to the July 2 meeting agenda for a formal vote.
An executive session was convened at 9:51 a.m. for litigation and personnel matters and the work session reconvened and adjourned at 10:56 a.m.
The commission’s July 2 agenda will include the solid‑waste contract award, budget amendments and a request for a disabled‑veteran refund that staff was asked to revisit with the tax assessor for procedural compliance.
