Board approves final plat for two‑lot Acorn subdivision after engineer says stormwater disturbance under one acre

The Barrington Hills Board of Trustees voted to adopt Ordinance 26‑02 on March 30, approving a final plat that divides the property at 12 and 11 Rock Ridge Road into two parcels and allows construction of a single new house on one of the lots.

Caitlin Culbertson of Elrod Freedman, who represented the applicants, said she was available to answer questions. The village engineer told trustees the site encompasses more than 100 acres but that the proposed work will disturb less than one acre; a comprehensive stormwater report submitted with the application identified no wetlands and concluded the proposed disturbance does not trigger wetland permitting. Trustees noted the plan commission had voted unanimously to recommend approval.

During public comment, residents raised concerns about cumulative drainage impacts in the Flint Creek/Spring Creek watershed and asked whether approving additional upstream development without confirming downstream capacity might worsen recurrent flooding on Old Sutton Road. Village staff responded that the Acorn parcel’s stormwater report complies with Lake County stormwater standards and that Army Corps or state agencies regulate waters of the U.S. where jurisdiction applies; staff said the specific submission did not present jurisdictional wetlands.

After brief discussion and questions answered by staff and the applicants’ representative, trustees moved, seconded and approved the ordinance by roll call.
