He said two people had spoken to him outside the meeting in support and that council edits produced the version presented. Chair (speaker 1) limited testimony to the annexation topic and explained that questions could be addressed after the hearing.
After staff remarks and no public testimony during the hearing, a commissioner moved to send the annexation expansion policy, as presented, to the city council. The motion carried by voice vote.
The action is a recommendation; the city council will make any final decision on annexation policy and any related map changes.
