Residents press Northfield for faster action on HAP Road and crosswalk safety; county permit delays cited

Several residents used the public-comment period to press the village for faster progress on HAP Road planning and improved pedestrian safety at neighborhood crossings.

Karen Roth read a statement asking the board to follow through on Committee of the Whole decisions about HAP Road: evaluate the project area, use available engineering data, explore county ownership transfer, reconstitute a planning group that includes HAP Road residents and business owners, and implement a robust community engagement plan. "We're looking for action," Roth said, calling for transparency, resident participation on the planning group, and regular updates.

Devon Pierce, a nearby resident and parent, described a dangerous intersection at Wagner and Bosworth where her children walk to school. She said attempts to get county action were slow and recounted buying temporary signs after being told local placement was not allowed; her signs had been struck by cars. "I didn't have two years," she said, pressing the board for expedited solutions such as improved pavement markings, a rapid flashing beacon or a four-way stop.

Village staff updated the board: Cook County has issued a permit for a rapid flashing beacon, but issuance came after the ground froze and contractors cannot core foundations until soil conditions allow. Staff also noted significant lead times for equipment (about 13 weeks for a pole), but said they have placed the order and lined up a contractor; installation will proceed when weather and deliveries permit. Trustees discussed potential speed-limit reductions and grant opportunities and said they will continue outreach to the county to expedite progress and keep residents informed.

Staff said they would memorialize the board’s prior decisions in a letter to Cook County and expect to return to the board with next steps once county scheduling and equipment delivery are known.
