Northfield trustees weigh bridge upgrades on Winnetka Road; favor limestone look, black mesh fencing

The Village of Northfield spent much of its Committee of the Whole discussion reviewing enhancement options for the Winnetka Road bridge replacement being designed by the Illinois Department of Transportation. Staff presented several alternatives — from modest staining and signage to textured form-lined mechanical-stabilized-earth (MSE) walls and larger sign treatments — and trustees debated aesthetics, maintenance, and cost.
Staff said a lower-cost staining-and-signage option is roughly $176,000 while form-liner (stone-stamped) MSE walls add about $100,000 more; one more elaborate option was presented at roughly $300,000. The estimated incremental costs listed by staff included a form-liner texturizing item (~$110,000) and a color stain (~$18,000). IDOT is in phase 1 design and will include any village-directed enhancements in its bid documents; the project likely will not occur until 2027 or 2028.
Trustees debated whether to stain the walls and how maintenance obligations would be managed given that parts of the structure are under county or state jurisdiction. Several trustees favored the limestone look without stain (noting a desire to avoid future maintenance mismatches with county standards), and the board coalesced around these elements: an unstained limestone form liner (option B1), black integrated mesh fencing instead of galvanized chain-link, end piers or columns to "bookend" the bridge, prominent text that reads "Northfield" rather than "Village of Northfield," and optional lighting. One trustee urged restraint based on cost and the speed of passing motorists; another argued the project is a long-term gateway opportunity worth investing in.
Board members asked staff to return to the next meeting with two package options: a minimal package and a second package including the favored enhancements and line-item cost breakdowns (including the cost difference between plain concrete and the textured limestone finish, pier/column options, and optional lighting). Staff said IDOT needs direction soon so enhancements can be incorporated into bid documents.
