City planner McCain Muellstein told the council the draft main change is a cluster limit: "any sort of non owner occupied short term rentals will be regulated to 1 per block face"; owner‑occupied short‑term rentals would not count against the cap. Council members sought clarification on the definition of block face (the planner defined it as one side of the street) and on grandfathering for units already operating; the staff proposal provides a 60‑day grandfathering window and to notify current operators.
Council discussed edge cases—long blocks, different block lengths, and enforcement challenges—and noted the approach is a commonly used but imperfect first step. After discussion, a motion to approve the ordinance was made, seconded and adopted by voice vote.
Staff will finalize permit forms and the public notification plan; council members asked staff to monitor clustering and report back if adjustments are needed.
