Warren City Council approved several city contract awards during its May 20 meeting, including a base bid award for the 2026 milling and overlay program and a contract for the Pointe Park rehabilitation project.
Staff reported two responsive bids for the city’s milling/overlay program; IA Construction was the apparent low bidder for the base bid at approximately $431,406.70. Staff recommended awarding the base bid only to preserve budget flexibility; council approved the base bid award on a roll call with six affirmative votes.
For Pointe Park, staff reported two responsive bids for grading and concrete work. John Anderson Construction of Warren submitted the low responsive bid of $29,956.50 for those elements. The total project budget is $379,900, funded by a $184,900 grant from the Department of Conservation and Natural Resources and $195,000 from the city’s capital improvement program. Staff noted that some installation work will be handled in‑house by the city’s Department of Public Works, which contributed to savings. Council approved awarding the construction contract to John Anderson Construction; roll call recorded six affirmative votes. Staff estimated the project will be completed by Oct. 31, 2026.
Council also confirmed standard procurement steps and noted contingency flexibility for options in the milling/overlay contract. The approved awards will move forward subject to standard contracting processes, inspections and any cooperative purchasing details.
