Fulshear unveils capital-improvement priorities, reassigns $306,574 for Harris Street and other budget tweaks

City staff gave a multi-part update Tuesday on Fulshear’s current capital-improvement program and a preliminary five‑year CIP through 2031, and council approved a fiscal-year 2026 budget amendment reallocating savings to cover near-term needs.
Public Works staff walked the council through projects in design, bid, and construction stages — including Wall Street improvements, West Downtown reconstruction, waterline connections along FM 1093, lift station work (Katie Fulshear expansion and a diversion lift station), Cross Creek Ranch WRF expansion and downtown WRF improvements. Staff noted some projects are proceeding because of savings from completed work and flagged others that depend on future bond packages and EDC participation.
Cliff (public-works presenter) said a public-facing CIP dashboard is under development to provide status, milestones and high-level financials, and council asked that it be user-friendly and updated at reasonable intervals.
Finance staff presented Budget Amendment No. 2 for FY26 to shift savings and cover priority items: moving funds from the regional park fund for a Primrose Park weather station, adding roughly $240,000 to James Lane PCI road-management, reallocating $306,574 to Harris Street reconstruction from the completed bridge program, and transferring approximately $60,000 for BoDarc realignment — sums staff described as reassignments of saved funds rather than draws on the general fund. Council approved the amendment after staff agreed to correct a numerical discrepancy in the ordinance paperwork.
Council also heard that Primrose Park is open and a postponed grand opening is scheduled for June 19. Staff noted ongoing work on bleachers and shade structures and said some sponsorship opportunities remain under discussion.
