Wise County supervisors approve ordinance increasing tire tipping fee, adopt regional funding resolution and several budget actions

The Wise County Board of Supervisors on April 9 adopted an ordinance increasing the county’s tire tipping fee and took a series of routine fiscal and administrative votes.
John T. Schoolcraft, vice-chairman of the Board of Supervisors, moved to approve the Ordinance Amending Ord. #7-1998 to increase the tire tipping fee; Clarence S. “Rusty” Peters, Jr. seconded the motion and the board approved it unanimously as Ordinance #4-2026. The board had opened and closed a public hearing on the fee earlier in the meeting; no citizens addressed the hearing.
Chairman J. H. Rivers moved, seconded by Fred Luntsford, to adopt a Resolution concerning Regional Improvement Commission funds with modified language adding "education and public safety." The motion carried unanimously and was recorded as Resolution #24-2026.
The board also approved budget amendments #48 and #49, and authorized monthly appropriations for May while deferring school funding until June. Supervisors approved several appointments, including reappointing Kathy Stewart to the Wise County Tourism Committee and appointing B.J. Garrison to the SWVA Emergency Services Council; some appointments were tabled to the May meeting. A request from the Town of Pound for a boundary adjustment was discussed; a motion to set a public hearing on the matter for May 14, 2026 passed with Chairman Rivers voting no.
The board entered a closed session under the Virginia Code to discuss investing public funds, consult with legal counsel, and consider personnel matters. After reconvening, Supervisor Fred Luntsford read a certification that only matters permitted for closed session were discussed; the board approved the certification by roll call (Resolution #25-2026).
The meeting recessed at 10:45 p.m. and was set to reconvene April 14, 2026, at 10:00 a.m. in the county courthouse conference room.
