The Common Council unanimously approved resolution 26‑R‑14, adopting a fiscal plan for a voluntary annexation application from Norco Industries for property near Reedy Drive at County Road 6 and Northland Drive.
Mike Huber, the city’s development services director, told the council the annexed undeveloped property currently has an assessed valuation (AV) of about $575,000 and that annexation would raise the city’s levy by roughly $10,000 next fiscal year. Huber said the first phase of improvements (parking and outdoor storage) is expected to be built post-construction with an estimated post‑construction AV of about $4,000,000 and that eventual full build-out could add roughly $1.8 million to $2.5 million in AV.
Huber said the fiscal analysis identified no measurable increases to city operating costs: any new sewer, water or street construction related to the annexation would be paid for by the developer, and the city plans to serve the area from recently completed Fire Station 6. He also said the property will be brought in with manufacturing zoning to match the applicant’s expansion plans.
Council members asked about water service lines and statutory contiguity requirements; Huber noted the developer’s existing nearby building already has service and reiterated that infrastructure costs will be borne by the developer. Melody (the clerk) called a roll and the resolution passed 9–0.
The resolution adopts the fiscal plan and clears the way for a subsequent ordinance to annex the property and any related zoning changes to be considered in later readings.
