Florence council amends CIP, earmarks $500,000 for Jason Lopez Park after lengthy debate

Council member Benzina moved to add the $500,000 for Jason Lopez Park and, after debate and an initial withdrawn omnibus amendment, the motion to add the single $500,000 earmark carried by roll call. Council then voted to adopt the proposed 2027 CIP reflecting that amendment.
The debate centered on timing, fiscal transparency and how best to prioritize visible community projects. "I make a motion that we add $500,000 to the budget for Jason Lopez Park beautification and expansion of amenities," Council member Benzina said when offering the motion. Supporters said the park investment would deliver tangible benefits for families and youth.
Other council members urged caution. Council member Bucielato said she wanted a work session or retreat before committing large sums: "I would like to see a work session before just taking action to put $1,000,000 dollars in our CIP," she said, arguing for a collaborative plan that includes property owners and outside partners. Vice Mayor Adam, who sits on the budget committee, said some contingency already exists in the tentative budget but supported earmarking money for the park as a clearly defined project residents will see quickly.
Town Manager Carl Dudding and legal staff explained the difference between the CIP and the tentative budget: adopting the CIP does not itself appropriate funds, but the tentative budget sets the upper threshold that council cannot exceed. Dudding noted council could place placeholders in the tentative budget and refine allocations later.
Council members also discussed a broader downtown revitalization concept Benzina had proposed to pair with park investment. Some members supported the idea; others said facade programs and structural assistance for building owners deserve more planning and a clear implementation strategy.
The council approved the final amended CIP and will address specific project scopes, funding sources and timelines in subsequent budget hearings and work sessions.
