Finance staff reported the jail's operating revenue is forecast to fall short of the budget target but "within 1%," and walked the board through the proposed FY27 commissary budget, which includes a 4.5% increase from FY26 and a $105,000 increase earmarked for inmate wellness initiatives.
"We are projected to fall short of our budget target, but within 1%," the finance presenter said, summarizing revenue and expenditure trends through April and noting that 83.3% of the fiscal year had lapsed and expenditures were nearly 82% of budget.
The commissary and inmate‑wellness line items will expand to include art, yoga, biometric tracking and related programming. The presenter said the jail plans to contract with Foresight Labs for biometric monitoring of high‑risk medical inmates to provide continuous EKG, oxygen and temperature data for the new supportive care unit.
Board members asked for clarification about a separate GEO contract; the presenter said the contract is typically renewed annually and that staff would confirm the current term and bring details back to the board.
No formal budget adoption vote occurred at the meeting; the presenter said the FY27 proposal would be included in future budget discussions.
