Commissioners approve conditional rezoning and consider multiple land-use requests, planning board recommends approval for subdivision exception

A series of land-use matters took center stage May 18 as the Lee County Board of Commissioners and the Lee County Planning Board held joint public hearings and voted on planning recommendations.
Amy McNeil, planning staff, opened the joint hearings and presented an Odum Investments request to rezone a 1.31-acre parcel at 800 White Hill Road from Residential Agricultural to Highway Commercial to match an adjacent commercially zoned parcel. Applicant representative Jeremy Thomas said he was "here representing the owner" and offered to answer questions. The public hearing closed with no opposition; staff and the board will consider the record in their decision.
In a separate joint hearing, the Lemon Springs Volunteer Fire Department sought to rezone 1138 Greenwood Road to Highway Commercial to permit a building addition. McNeil explained that while the fire station was built in 1980 under older zoning rules, the current UDO requires commercial zoning for such additions unless a special-use permit is granted; the applicant said the addition is proposed to comply with UDO standards and permitting requirements.
The planning board reported a unanimous recommendation to approve a conditional rezoning for 5906 Barrel Road to allow a motor vehicle repair and service business in addition to RA uses; discussion focused on landscaping, buffer requirements and noise considerations. Commissioners first voted that the request was not consistent with the adopted land-use plan designation (countryside) and then separately voted to approve the conditional rezoning after considering mitigation measures.
Catherine Sheeran, subdivision planner, presented a preliminary plat for Buckhorn Land Partners LLC (The Pines at Buckhorn, Phase 1), proposing a 67-lot single-family subdivision off Buckhorn Road. Staff noted several lots exceed the zoning's lot width-to-depth ratio and that the applicant filed a subdivision-exception application; the planning board recommended approval pending future soil tests, NCDOT driveway permits and NCDEQ sedimentation permits.
What's next: decisions on rezoning undetermined items will follow the public record and scheduled votes; the planning board recommendations and subdivision exception were forwarded to the board for final action and permit prerequisites remain before recording the final plat.
