Albemarle County’s Economic Development Authority spent the bulk of its meeting discussing how to use its conduit/bond-fee fund to catalyze development projects identified in its economic development strategic plan.
Staff framed the conversation as exploratory: the fund is "your fund," the staff said, explaining it is primarily accrued from bond fees and could be deployed to advance priorities the board defines. Directors raised several ideas including targeted site-readiness investments, a dirt-management approach to create regulated, build-ready pads by accepting and screening clean fill, and support for agribusiness through shared equipment, cold storage and loan programs.
Participants emphasized regulatory and operational controls. One director cautioned that moving soil is heavily regulated and would likely require a licensed operator and monitoring to prevent contaminated material from being accepted. Another director described a possible public–private partnership model in which a private operator would manage permits and quality control while the EDA could help assemble suitable parcels and provide staged capital to get sites to a marketable condition.
Staff outlined potential funding avenues and studies: the Virginia Business Ready Sites program was cited as a grant source that supported the Rivanna Futures project with roughly $9.7 million, and staff recommended a site-identification and characterization study (estimated in the low five figures) to prioritize target parcels, quantify infrastructure needs, and shape grant applications. Directors also discussed coordinating regionally to attract complementary businesses created by large announcements such as AstraZeneca’s local footprint and said storytelling and local branding could help retain spin-offs.
No formal action was taken on financing at the meeting; staff said they would synthesize the ideas and return with a proposal that includes cost estimates, grant opportunities and suggested next steps.
