Commissioners urge caution on cutting capital projects as Goodhue County faces budget pressures

Goodhue County commissioners debated revisions to the county's capital plan and the use of reserves to smooth near‑term budget pressure during a lengthy committee reports and new/old business segment.

Commissioner Anderson warned against removing items from the capital plan without directing staff where to move them, saying repeatedly that the board should not "kick the can down the road." He said the county had built multiyear reserves to handle fluctuations and cautioned that short‑term cuts could increase future costs. "If we're gonna tell staff that we wanna move something to somewhere else, I'm okay. But I don't like the idea of just saying we're not gonna do this ever," Anderson said.

Other commissioners agreed the board faces tight fiscal years ahead and must balance near‑term pain against long‑term commitments such as the justice center and parks projects. One commissioner noted some capital items were unplanned and pointed to a report on public works and the justice center that added new needs to the capital outlook. Commissioners discussed using two‑year budgeting for 2027–28 to improve planning.

A housing subcommittee report mentioned about $30,000 left in a reimbursement pool for building permits and that a house remains available for placement for a family; no formal action was taken on that report.

The board did not take final budget votes at the meeting but directed staff to continue refining the capital plan and to provide clearer options rather than simply removing projects without alternatives.
