Staff told the board that the project received a Board of Adjustment variance for odor offset and setback because an owned residence lies fewer than 1,000 feet from the existing barn. Megan described required permits and plans: county land‑use permits (well and septic, zoning/building permits), a nutrient management plan on file, and that permitting jurisdiction for feedlots above 1,000 animal units shifts to the Minnesota Pollution Control Agency (MPCA) for the feedlot permit and registration.
The board considered and approved the recommended findings of fact and four proposed conditions: secure all required county land‑use permits; obtain MPCA feedlot registration to exceed 1,000 animal units; comply with the county discontinuance requirements in article 4 section 9 of the county zoning ordinance if the use is discontinued; and amend the prior 2020 conditional‑use to allow up to 1,440 animal units and the stated manure volume. A voice vote approved the findings and the conditional‑use expansion.
The county and staff emphasized regulatory next steps: applicants must obtain county well/septic permits and MPCA registration; the Soil and Water Conservation District and MPCA will be involved in technical reviews; nutrient management plans are part of the permanent record.
