Caroline supervisors approve zoning amendment to let government/utility towers exceed 199 feet by special exception

Planning Director Leon Hughes presented TXT-05-2025 to amend Articles IV, IX, X and XV of the Caroline County Zoning Ordinance to allow towers providing point-to-point communications for government and utility internal operations to exceed 199 feet if authorized by the Board through a special exception.
Hughes told the Board the Planning Commission recommended approval at its Dec. 18, 2025 meeting. Chairman Clayton T. Forehand opened the public hearing and, with no public comments, closed it. Vice-Chair Jeffery M. Sili moved to accept TXT-05-2025 as presented; Supervisor Floyd W. Thomas seconded and the motion passed unanimously.
The amendment specifically targets internal government/utility point-to-point facilities (not general commercial communications uses) and would require the special-exception process for any tower exceeding the 199-foot threshold.
The Board's unanimous vote concludes the public-hearing step recorded on Feb. 10; staff and the Planning Director will implement the ordinance changes per county procedures.
