On April 20, 2026, the Shelby County Planning Commission voted unanimously (6-0) to grant a 21-foot front-yard variance for Lot 108 in the Shoal Creek subdivision, reducing the required front setback from 100 feet to 79 feet to allow construction of a single-family home.
Principal Planner Cooper Johnson presented the staff report describing the lot as zoned E-1 SD Single-Family Estate Special District and noted the established Shoal Creek setbacks. Applicant Blake Baxter of RYS Real Estate Investments, LLC told the commission the property is "unique due to having frontage on both the cul-de-sac and Carnoustie" and said the proposed home would align with nearby houses. The Shoal Creek Association Board of Directors and Architectural Review Committee approved the request on March 30, 2026, the staff report said.
Commissioner Michael O'Kelley moved to approve the variance and Commissioner Brett Winford seconded; the commission's unanimous vote approved the resolution and directed compliance with county regulations and requirements. The resolution language and staff packet note that on June 20, 2015 the Planning Commission approved a Shoal Creek Master Plan establishing the community's setback standards.
