Kokomo Board approves vehicle purchases, construction pay estimates, subdivision plat and $3 million in claims

The Board of Public Works and Safety in Kokomo on March 20 approved a series of routine but consequential agenda items, including vehicle purchases for city departments, construction pay estimates for the bus maintenance facility, a minor subdivision plat, a temporary DORA permit for Whitehorse Winery, and claims totaling $3,042,238.50.
On behalf of Chief Edwards, Chair requested approval to purchase a 2026 Dodge Durango V6 all-wheel drive from John Jones (Chrysler/Dodge/Jeep/Ram/Fiat) with a quoted price of $40,934.50; La Porte Chrysler had quoted $41,855 and Grieve Chrysler did not respond. "I am requesting the board to approve a 2026 Dodge Durango v 6 all wheel drive from John Jones," Chair said. The board approved the purchase by motion.
The board approved two pay estimates for the bus maintenance facility (project C2507-1B) submitted by Brown and Brown General Contractors Inc., with pay estimate No. 1 at $98,766.11 (retainage $2,962.98) and pay estimate No. 2 at $12,692.21 (retainage $380.77), for a combined retainage request of $12,311.44 against an original contract of $2,962,000.
The transit department, represented in the agenda by Jensen Pickett, requested purchase of two Ford F-350 StarCraft buses to be procured through Indiana Department of Administration contracts and Midwest Transit, funded on project IN2021-044 with an 80/20 federal/local split: federal $203,274 and local $50,818 (total $254,092). The board voted to approve that purchase.
Under new business, staff reported two bids for the Center Road Trail Lighting addendum: KMA Dirt Works Excavating and Drainage LLC at $348,509.53 and J and J Electric at $440,445. The board voted to take the bids under advisement.
The board approved the Bent Creek Minor Subdivision Section 3 plat as recommended by John Pike, the director of engineering, noting that no public improvements were proposed and no bonds were required. It also approved a temporary DORA permit for Whitehorse Winery for June 5 and approved claims in the amount of $3,042,238.50 before adjourning.
The board recorded motions and "Aye" votes on each item; individual roll-call tallies were not specified at the meeting.
