Centre County board tables rural enterprise application from preserved-farm owner

The Centre County Agricultural Land Preservation Board tabled a Rural Enterprise Application from preserved-farm owner Edwin Dunkelberger on March 26, 2026, until the Board’s next meeting on April 23.
Dunkelberger, identified in the meeting as a preserved farm owner in Benner Township, presented his Rural Enterprise Application. Coordinator Elizabeth Pirrone-Brusse provided a staff presentation summarizing findings with Benner Township and County guidelines. After an extended discussion, Thomas Songer III moved and Ronald J. Hoover seconded a motion to table the application for further review; the motion carried.
Context and next steps: the Coordinator later reported that the Department of Agriculture advised that adding a right-of-way (ROW) to a preserved farm is not allowed under current program rules; staff said the suggested solution is for the two landowners involved to record a private agreement between themselves if both parties agree. The application will be revisited at the Board’s April 23 meeting.
