Garfield County commissioners approve bid advertising, juvenile detention contract and a string of budget transfers

The Garfield County Board of County Commissioners met May 11, 2026, and unanimously approved a package of routine procurement steps, intergovernmental services and budget transfers intended to keep county operations and road work funded.
Commissioner Joe Kegin Jr. moved to authorize the County Purchasing Agent to advertise sealed bids for the county’s Six-Month Bid (Bid #26) with responses due May 29, 2026; the board approved a 46-vendor mailing list for the solicitation. Kegin also moved to approve and sign an intergovernmental services contract with Canadian County for use of the Canadian County Juvenile Detention Center; that contract was approved by the board.
Vice-Chairman Reese Wedel moved to approve Renewal Lease Purchase Agreement #221997 for a 2021 John Deere backhoe for District 2, carrying a monthly payment of $1,589.52; the motion passed unanimously. The board also approved a claim against the State Election Board to reimburse Shari Monsees, Garfield County Election Board Secretary, $5,599.58 for May 2026 salary reimbursement.
The commissioners approved financial housekeeping items including the Treasurer’s monthly fee report for April 2026 in the amount of $17,189.78; five Cash Fund Estimates of Needs and Requests for Appropriation for Use Tax ST (amounts of $146,296.00; $19,413.00; $53,543.00; $9,680.00; and $7,827.00); and a $180.00 Highway Unrestricted appropriation. The board authorized transfers within several departments: Sheriff/Courthouse Security ($5,000), Sheriff Department ($21,000), District Attorney ($5,000), Assessors ($500), Election Board ($3,700) and from Contingency to County Clerk ($1,200). All motions were recorded as approved by the full board (Aye: Clarence Maly, Reese Wedel and Joe Kegin Jr.).
Commissioner Kegin moved to declare one Continental Desk (Inventory Code: E 111.6), purchased May 18, 1978, as surplus with an estimated value of $412.00; Vice-Chairman Wedel moved to junk/dispose of that equipment for OSU Extension, and both resolutions were approved after the board found the item obsolete and uneconomical to retain.
The board examined and approved prior- and current-year purchase orders and warrants across multiple funds and departments; a detailed warrants list was read into the record and approved. Vice-Chairman Wedel moved to approve blanket purchase orders filed in the County Clerk’s Office and to sign off on several blanket POs that exceeded encumbered amounts (including PO #4315 Fuelman; PO #4318 O’Reilly’s; PO #4321 Southern Tire; PO #4323 Stitches Ahead; PO #4320 Sooner Auto; and PO #4328 Garber Coop); those actions passed unanimously.
Polly Watkins, Juvenile Officer, and Jon Turner, IT Director, presented monthly reports (March/April for Juvenile, April for IT); the reports were received and no board action was taken on them. No members of the public signed up to speak during the public comment period.
The board carried over agenda items not acted upon to a later date and adjourned to reconvene May 18, 2026.
