Winnebago County Board approves juvenile detention 28E agreement and four auditor transfers

The Winnebago County Board of Supervisors on May 12 approved a new intergovernmental 28E agreement with the Central Iowa Juvenile Detention Center and authorized several routine fund transfers.
On a motion by Supervisor Durby, seconded by Chairperson Bill Jensvold, the board approved the Central Iowa Juvenile Detention Center 28E Agreement; all supervisors voted aye and the motion carried. The board also approved the minutes of the May 5, 2026 meeting and the agenda for May 12 by the same motion pattern.
The board approved four Auditor transfers as described in the minutes: transfer #4043 moving $508,093.74 from Rural Basic to Secondary Roads; #4044 moving $13,395.75 from General Basic to Winn-Worth Betco; #4045 moving $75,000.00 from General Basic to Public Health; and #4046 moving $300.00 from General Basic to Veterans Affairs Donation. The motion to approve the transfers was made by Supervisor Durby and seconded by Chairperson Jensvold; minutes record all voting 'aye.'
The session was adjourned and scheduled to reconvene at 9:00 a.m. on May 19, 2026. Auditor Chelsey Ostrander attested to the minutes at the close of the session.
