Commission recommends vacating NE 52nd Ct right-of-way to allow sale to adjacent owners

The Pleasant Hill Planning & Zoning Commission on March 2 recommended that the city vacate and dispose of the NE 52nd Ct right-of-way at the request of Elder Corporation, a move intended to allow the unbuildable parcel to be consolidated and offered for sale to adjoining property owners.
Commissioners and city staff discussed demolition of existing nuisance structures on the parcel, security and safety concerns tied to unauthorized access to a nearby trail and equipment yard, the current status of neighboring buildings and shared access drives, and feedback received from utility companies. Jeff Chapman, Executive Vice President of Operations for Elder, participated in the discussion with staff and commissioners about site conditions and disposition options.
Commissioner Kate Sand moved to recommend approval of the right-of-way vacation and Commissioner Meredith Emory seconded. The motion carried unanimously. The recommendation includes conditions requiring consolidation of parcels and preservation of any easements the city determines necessary to protect utilities and access.
Next steps: the recommendation will be forwarded to the city council for final disposition and any required conveyance actions; the commission's action does not itself transfer property or change easement status.
