Council approved on first reading a rezoning request to change roughly 7.54 acres off Briarcliff Avenue from B-2 to R-4 high-density residential to allow a proposed multi-family development that the developer describes as roughly a 336-unit project.
Miss Williams said the site is vacant and that both staff and the planning commission recommended approval. She described the request as conceptual; if four-story buildings are constructed, elevators will be required. Councilmember Dodson said he had met with the developer and was assured the project would not interfere with the adjacent Cedar Barrens. Councilmember Smith and others noted concerns about protecting the special natural features of the Cedar Barrens, potential fences or buffers between the proposed apartments and adjacent school property, and the need to preserve existing trees where feasible.
Miss Williams said the developer previously proposed condo buildings and had pared the project back to a standard multifamily development with surface parking. Planning staff will continue to coordinate on the project and conditions attached to future approvals. The ordinance passed on first reading by voice vote.
