Midway council adopts consolidated fee schedule, approves consent agenda and sets June public hearing on tentative FY2027 budget

Staff presented Resolution 2026-09 to consolidate city fees into a single schedule and to align certain charges with state code requirements. Brad, a member of city finance staff, said the consolidated schedule makes it easier to find and update fees and noted departmental reviews to ensure fees generally cover costs rather than subsidize services.
Council members asked specific questions about facility and cemetery fees after viewing the proposed rates. One member raised a question about resident versus nonresident rates for facility rentals and deposits; staff said deposit levels were increased to protect city assets and reduce staff burden after repeat problems with low deposits. Staff also corrected a vendor coding error (CenturyLink vs. Fuel Network) for payment processing during the consent agenda review.
Mayor (speaker S3) moved to adopt Resolution 2026-09 as presented; the motion was seconded and carried. The council then approved the remainder of the consent agenda, which included the agenda, a warrant list and minutes from May 5.
The council also heard from the budget officer, Nancy (speaker S2), who requested adoption of the tentative fiscal year 2027 budget. Nancy said the document was mostly unchanged from materials reviewed previously, with a few small adjustments including a new GL code for Animal Services and itemization for Pine Canyon Trail work. Council member (speaker S5) moved to approve the tentative budget and to set a public hearing for June 2 at 6 p.m. in the Midway Community Center; the motion was seconded and the council agreed.
The council did not take final budget action at the May 19 meeting; the June 2 public hearing is the next formal step for public comment on the tentative FY2027 budget.
