Staff explained that if the county considers reconstructed sections to be an "urban" cross section, Dane County might transfer jurisdiction to the city and that the city could then assume full maintenance responsibility for those segments. Council members asked staff to ensure that consultant work consider bridges, driveways that function like streets (for example the Burger King driveway and Metro Market access), stormwater issues and phasing so sections could be implemented incrementally.
On Donna Drive, Alder Myers moved approval of task order number 26‑123.1 with SRF for a traffic‑safety analysis, not to exceed $27,000. Council members noted a history of safety problems on Donna Drive, including an incident involving middle‑school students. The task order passed by voice vote. The Century Avenue scope and RFP release were also approved; staff will add specified driveways and consider phasing and jurisdictional implications in the final RFP documents.
Next steps: staff will publish the Century Avenue road‑diet RFP and solicit consultant proposals within the budgeted study amount. The SRF task order for Donna Drive will proceed under the public‑works line item dedicated to pedestrian/bicycle safety.
