Board hears Koteewi Run made $115,403; discussion of taking a profit share is tabled

Director Chris Stice told the Hamilton County Parks & Recreation Board on April 20 that Koteewi Run’s 2025–26 operating season produced a net income of $115,403, prompting discussion over whether the Department should collect a share of operator profits.
"This was a successful year, with a net income of $115,403," Stice said while reviewing the operator’s financials. The existing agreement allows the board to elect to receive up to 15% of an operator’s gross profits, though the operator historically paid only a nominal rental fee.
Dr. Judith Campbell said she favored the Department taking a token percentage of any net income "as part of the stewardship of taxpayer dollars," while Vice President Larry Roudebush cautioned against treating park services like revenue streams: "Koteewi Run provides a service to the public, and the Department’s mission is to provide these services, not generate revenue." After discussion, the board voted unanimously to table further consideration of Koteewi Run’s financials and directed Director Stice to meet with operator Brian Cooley II to discuss options.
Separately, Stice said the Department issued an RFPQ for Koteewi Aerial Adventure after the previous vendor declined to return; Outdoor Excursions, Inc., owned by Brian Cooley II and the only respondent, met the criteria. The board authorized Stice to finalize contract terms with Outdoor Excursions, Inc.
The board took no immediate policy vote to change the revenue-share arrangement; the discussion was tabled for follow-up after staff meets with the operator.
