Hamilton County parks board authorizes master-plan and operator contracts, approves Station 82 interlocal agreement

The actions move forward a $42,250 contract (with up to $2,000 in reimbursable expenses) with Mader Design to prepare the Department’s five-year master plan and a $30,000 contract with J2 Design Studio for the Acorn Farm master plan. Both authorizations were made by the board with unanimous votes, and Stice was instructed to complete final documents after legal review.
"This contract is worth $42,250, with up to $2,000 in reimbursable expenses," Director Chris Stice said while seeking authorization for the five-year master plan. Dr. Judith Campbell moved to permit Stice to sign the Mader Design contract; Mark McCauley seconded the motion and it carried unanimously.
The board also authorized Stice to sign an amended operator contract for Morse Park and Beach with Friends of Central Pool, Inc., reflecting a negotiated removal of an annual maintenance fee and with insurance- and governance-related addenda to follow. County counsel Chris Neeson told the board that insurance changes and other governance items would be handled as addenda and would not alter the substantive agreement before the board.
On Station 82, the board approved an interlocal agreement among Washington Township, the City of Westfield, and the Department to support remodel efforts and temporary housing for Station 82 in Cool Creek Park. Director Stice clarified the Department will retain the temporary barn structure after remodels but not the temporary housing.
A separate update on a Coxhall tent and catering arrangement from Ritz Charles was not finalized; the board voted to table further discussion pending a more complete proposal.
The board took the motions and votes during its regular meeting at Osprey Pointe Pavilion. Items authorized by the board were advanced "pending legal review," and final documents will be circulated to the board after attorney review.
What's next: Director Stice will finalize contracts with the authorized vendors after legal review and circulate finalized agreements to board members for their records.
