On May 19 the Vacaville Planning Commission recommended that City Council determine that the fiscal year 2026–27 Capital Improvement Program (CIP) is consistent with the Vacaville General Plan.
Planning staff summarized the CIP’s 55 projects, grouped into master plans and feasibility studies, repair/maintenance and infrastructure improvements, and new buildings and facilities. Noteworthy items include an open‑space master plan, an Andrews Park master plan update, a Lower Lagoon Valley lake restoration update, a travel‑demand model update, downtown infrastructure improvements and a proposed sports‑field complex and police asset storage facility.
Commissioners asked whether projects are prioritized (staff said the list is not in order of priority), whether the travel‑demand model is a software update (staff confirmed it is a software model update to reflect post‑COVID traffic patterns), and requested outreach for specific projects such as ball‑field lighting. Questions were raised about Foxborough Parkway roundabout issues and whether certain sports facilities are private‑public partnerships; staff offered to follow up with public works and parks colleagues.
After discussion, the commission voted to recommend City Council find the CIP consistent with the general plan.
