County awards Prescott health department architectural contract to Tesserae after competitive review

The Saline County Board of Commissioners on May 19 approved awarding architect services for planned renovations at the Prescott health department to Tesserae following an RFP process that attracted nine proposals.
Health Department Director Jason Tiller said a selection committee — including county administration, health staff and a community member — scored all proposals, invited two finalists (Tesserae and HFG) for interviews and concluded Tesserae best demonstrated understanding of stakeholder needs and long-term building considerations. Tiller said Tesserae showed it would be “a valuable team player” throughout design and construction phases.
Commissioners pressed staff on fee comparisons and local experience. Tiller said fee proposals varied widely: some firms with high technical scores had substantially higher schematic-design fees (one quoted roughly $164,250), while The Tesserae fee and HFG’s fee were lower and within the committee’s midrange. He added the county will later hire a construction manager at risk, which factors into total project cost decisions.
Commissioner (Speaker 3) moved to approve RFA 20 26-65 to award the contract to Tesserae. The motion was seconded and approved by voice vote. Tiller said initial schematic-design and design-development fees will be paid from the health department capital improvement fund, which had a balance reported in the packet.
