Cornish planning commission reviews annexation policy draft; will send it to town council and schedule public hearing

At its April 15, 2026 meeting, the Cornish Town Planning and Zoning commission reviewed a draft annexation policy plan presented by Colton Creech and agreed to send the document to the town council for feedback and to schedule a public hearing.

Creech, who presented the draft, said he referenced other towns' annexation plans and "used AI to get some ideas," then adapted wording for Cornish's context. Jordan Beckmann praised the language for protecting the town’s identity as a small farming community. The members discussed whether to change the draft’s stated population figure of 300 residents; Creech said he pulled that number from the most recent census data and Richardson raised the option of increasing it.

The commission settled on next steps: send the draft to the Cornish Town Council for review, then hold a public hearing before adopting any formal policy. Municipal staff (Madi) noted that public hearing notices must be posted at least 14 days in advance, and she flagged a potential scheduling conflict if the council approves the draft in early May because that timing would leave fewer than 14 days before the next planning and zoning meeting. Creech said the group could discuss sending a notice one day early (13 days) but would consult the mayor to confirm the proper timing and ensure legal notice requirements are met.

The discussion did not produce a formal adoption or vote on the annexation policy at this meeting; the document will move to the council and a public hearing will be scheduled before any final action.
