Crockett council adopts zoning changes for three manufactured-home sites

The Crockett City Council approved zoning-map amendments that will reclassify three properties identified in the planning-and-zoning commission’s report into the newly established MH-1 (manufactured-home subdivision) and MH-2 (manufactured-home park/RV/campground) districts.
Staff read the planning-and-zoning final report and opened a public hearing. The three parcels discussed were: a property on Quail Trail Circle (proposed change from R-2-2 Family Residential to MH-1), Forest Cove Estates / 2000 Southeast Loop 304 (proposed change from R-3 Multifamily to MH-2), and the former Snyder / Roadrunner X property at 2001 Southeast Loop 304 (proposed change from R-3 to MH-2). Staff explained that under the new ordinance RV parks and mobile-home subdivisions are defined separately, that private parks operating under prior rules are currently legal nonconforming uses, and that a property’s use could lose grandfathered status if occupancy falls below 50% for 12 months.
A councilmember asked whether the properties would be monitored; staff said the code-enforcement officer and planning-and-zoning official will track lot inventories and compliance as lots are leased or rented. Staff also said the Roadrunner property owner had raised concerns at planning and zoning but was ultimately comfortable with clarification on requirements.
Councilmember S8 moved to approve the zoning-map amendments; the motion was seconded (S2), and the mayor called the vote. The motion carried.
