During a public hearing, Tiffany Phillips — who said she is the daughter of property owner Charles E. Phillips — told the council the family has owned the parcel for more than 20 years, that she had to leave the home when she became ill in 2022, and that the original house was demolished after her mother died and the structure began to crumble. She said she has been paying higher rent since then and wants to place a trailer on the property to move back and start paying toward the mobile home.
Staff confirmed certified notice was mailed to about 39 neighboring addresses and said the planning and zoning commission held a hearing with no opposition. A councilmember asked whether any councilmember should recuse because the owner lives nearby; the mayor and staff indicated recusal was not required.
Councilmember S5 moved to approve the permit and S2 seconded; the mayor called the vote and the motion carried, granting permission to place the manufactured home. Mayor’s procedural remarks noted the City would record the approval and that the applicant could proceed to coordinate placement with the mobile-home provider.
The council’s action authorizes the city to issue the specific-use permit under local procedures; any building, HUD, or placement standards will still apply during installation.
