Becky Zubich, North Saint Louis County Recovery Court coordinator, thanked the St. Louis County Board during public comment for supporting the county’s treatment court program as it marks its 20th anniversary.
"Recovery court strengthens our community by reducing recidivism, saving costs, helping repair relationships, and supporting lasting recovery," Zubich said, and noted the program will hold a 20th‑anniversary event in Virginia the following day.
A participant introduced by Zubich, who identified herself as Crystal, told the board she started the drug court program in 2024 and expects to be two years sober this September. Crystal said the program’s requirements, including daily urine analyses and court supervision, helped her pursue education, repair family relationships and rebuild her life.
"It's my birthday today... this program has changed my life," Crystal said, describing renewed faith, GED plans, and ongoing church attendance.
Chair opened the public comment segment by inviting residents to sign up and later described the testimony as a "beacon" for others considering treatment court. No board vote or formal action on the program was recorded during the public comment period; these remarks were offered as testimony and gratitude.
The board will move next into its regular agenda items after the public participation period concluded.
