Representative Fisher presented House Bill 75 on the floor, describing the bill as narrowly focused on promotional play for race tracks and horse racing and not an expansion of statewide gaming.
"The bill is narrowly focused on horse racing and race tracks," Fisher said in floor remarks, and noted a floor amendment intended to protect local dedication funds. Members asked whether the change provided a tax benefit to casinos or a state benefit; Fisher said the provision was designed to avoid negative effects on local dedicated funds.
After adoption of an amendment and questions about negotiations with the Senate, the House took a final vote. The bill failed on final passage with a recorded vote of 43 ayes and 46 nays.
Representative Fisher acknowledged further negotiation could occur, but the version before the chamber did not pass.
