Keystone Oaks advances proposed $55M budget, approves cameras bid and five-year athletic services deal

The Keystone Oaks School District board on Monday authorized the proposed final budget for public inspection and approved several contracts the district says will affect operations over the next five years.
A board finance presenter (S4) said the proposed final budget for 2026–27 shows estimated expenditures of a little over $55,000,000 and expected revenues of a little over $50,000,000, producing a millage rate of 22.71 mills. The board voted to make the proposed final budget available for public inspection and scheduled final adoption for June 16, 2026.
Also during the meeting the board approved two contracts with multi-year implications. The board approved a five-year athletic training and physician services agreement with UPMC Sports Medicine, effective July 1, 2026, through June 30, 2031. A board member (S4) described the contract as the result of prior discussion and the motion carried.
The board also accepted GovConnection Inc. as the successful bidder for a security camera project at Keystone Oaks Middle and High Schools at a cost not to exceed $155,205.50. Board members said the district will front wiring costs this summer, install most interior work next summer to avoid disrupting classes, and that ownership of the cameras transfers to the district at the end of a five-year lease option.
Committee members said grant funding is expected to cover most if not all of the camera cost; one member noted there “may be some cost to the district” pending final invoicing and grant reconciliation.
