Lynn Taylor, identified on the agenda as planning and zoning administrator, described the package of changes staff is proposing: a reversion ordinance intended to limit long‑term holding of entitlements without activity; a data‑center ordinance to regulate locations and address potential impacts; a rewrite of the plan‑development ordinance to clarify when planned developments are appropriate; and two new zoning districts — RSF and RTH — designed to provide clear standards for small‑lot single‑family detached and townhome developments previously handled as planned residential developments.
Taylor said staff also updated RV/RMF/RU district standards, consolidated development standards for clarity, and adjusted which zoning districts are supported in each future land‑use category. Draft redlines and explanatory materials will be posted on hallcounty.org with a QR code available in the commissioners’ chambers. Staff said the targeted package is intended to align the comprehensive plan with the UDC edits; a full comprehensive‑plan update is expected in the coming months and will follow a separate stakeholder process.
Resident Greg Rutledge (Murrayville/Sardis area) spoke during the public hearing and asked staff to provide side‑by‑side documents showing current versus proposed language, to explain abbreviations such as 'Rx', and to supply rationale for changes so affected residents can better assess impacts. Several commissioners echoed a desire to make materials easy to find and to distribute information at polling places to boost public awareness before votes.
