Committee approves change to bicyclist red-light rules allowing movement when safe

The committee on May 5 reported Senate Bill 8 12 favorably. The bill, introduced by Senator Rankin and presented by committee staff, removes a requirement that bicyclists pause for 120 seconds at red lights and allows them to make right and left turns on red when it is safe to do so.
Mister Hartnett explained that bicyclists sometimes cannot trigger vehicle-activated signals and therefore the bill allows a cyclist who has observed that an intersection is clear to proceed without waiting the 120-second delay. Members thanked bicycle advocates and the sponsor for addressing issues raised during the departmentof transportation travels and local outreach.
The clerk recorded the roll as 16 aye, 0 nay, and 2 absent; the bill was reported favorably and will go forward for further consideration.
