LCI Committee reports three nominations for state boards

The LCI Committee on [date] reported favorably three appointments to state boards and commissions.

The committee moved and approved an initial appointment and simultaneous reappointment for Matthew Zakin to the South Carolina State Housing Finance and Development Authority. Chair recognized Zakin, who described a background in federal and state work, private practice and tax-credit financing. Zakin disclosed that his wife practices in the low‑income housing space and said he would recuse from votes where an apparent conflict arose. Committee staff reported his personal data questionnaire, statement of economic interest, background check, credit report and driving record as complete and in order.

Sherry Todd of Myrtle Beach was introduced for an initial appointment to the State Board of Cosmetology for a term beginning March 20, 2026, and ending March 20, 2030. Todd told the committee she has worked in cosmetology since 1970 and described her interest in serving. Staff said routine screening materials and checks were complete. Senators asked professional questions about training and practice; members voted to report the nomination favorably.

Brian Dowd was presented for reappointment to the South Carolina Residential Builders Commission for a term beginning June 30, 2026, and expiring June 30, 2030. Dowd described five decades in construction and two decades on the commission, and he discussed industry concerns such as local infrastructure constraints, including water taps and permitting. Senator Florence moved a favorable report and the committee approved the reappointment by voice vote.

All three nominations were advanced without recorded roll-call tallies in the committee transcript and will be transmitted to the full Senate for consideration.
